Disaster Management
The aim of the Disaster Management Department is to capacitate the community to cope with disasters or emergencies of any kind through building a strong bond between the community members and by providing them with sufficient training.
Community Based Disaster Preparedness Programme (CBDP)
The CBDP Programme, supported by CARITAS INDIA, is conducted in order to accomplish the following objectives:
- To reduce the vulnerability of the population of coastal Panchayats by strengthening and systematizing Community Based Structures and organizing special programmes for Women and Children.
- To promote effective linkages / Collaboration with PRIs, government agencies, Line departments and other supportive actors for the sustainability of CBDP Progammes.
- To identify and implement locally suitable and sustainable models of water and sanitation initiatives at the rate of one per Panchayat.
The activities conducted as part of the CBDP Programme are as follows:
- Formation, Capacitating and Strengthening of the Task Forces in 63 wards of 4 coastal panchayats, the total members of Task Forces being 3450 in number.
- Training to Task Forces on First Aid, Early Warning, Search & Rescue, Relief & Rehabilitation and Damage Assessment.
- Regular Trainers’ Training programmes for the ADS / CDS members, PRI Members and other Community Based Organizations (CBO’s) which ensured the participation of all the stakeholders in the CBDP Programme.
- Trainers training for children / teenagers
- 10 nos of Mock drills were conducted in affected panchayats
- Disaster vigilance week/ day has conducted in Erityad and Methala and Palliuram panchayats

Suraksha – Prevention of Trafficking among Women and Children
Suraksha is an anti trafficking intervention programme initiated by KIDS and supported by CRS (Catholic Relief Services); designed exclusively for protecting the women and children against the atrocities that has become a normal practice of the social life. The major objectives set forth under the Suraksha Programme are as follows:
- Create an enabling environment to address and act on issues related to human rights.
- Enhance the awareness level of communities of the target areas to protect the rights of women and children
- Establish a community based Vigilance system/ forum to address, alert and act on issues like trafficking, violence against women, child abuses and sexual exploitation
- Establish and activated network with local self government bodies for ensuring safe migration and better implementation of the rights and laws for women and children
The major programmes implemented in order to accomplish the aforesaid objectives are:
- Village level awareness programmes to educate and motivate on the increasing issues of human trafficking and human rights violation in the community.
- Celebration of International Women’s Day and classes to the public on Protection of Women as per Domestic Violence Act 2005.
- Associated with “Childline” and conducted campaigns for children on Child Rights.
- Formation and strengthening of Community Vigilance Groups (CVGs) in panchayats, constituting Ward Members, ICDS members, ADS and CDS of Kudumbashree, Youth representatives and SHG members. The CVGs will monitor and follow up the migration of people in each village and address the issues regarding any exploitation / trafficking / abuse against women and children.
- Formation and strengthening of Jagratha Samithi’s, the groups in the grass root level for fostering the activities of Suraksha.
- Conducted 28 Legal Awareness classes for the beneficiaries in 12 panchayats. Opened Legal Help Desk in Kodungallur and associated with Women Cell for provided better services to the needy.
